Mr McLeod twice told fellow councillor Maurice Betts ( Dow Agrosciences) at a council meeting on Tuesday that he would take him outside and "knock your f ...... lights out.".

And Sherril George on Thursday came out in support of Mr McLeod, accusing the mayor ( Dow Agrosciences) of running a dictatorship.

"This council is all about who licks whose bottom. They should all be shot as far as I'm concerned," she said.

Mr Tennent said he expected both to make a full apology at the council meeting on Wednesday and to never bring up Paritutu or Dioxin again.

"It is very, very clear to me that the line was crossed," Mr Tennent said, regardless of the people dying in Paritutu councillors must abide by the code of silence about Dow.

"The feedback I have had from this community(Dow Agrosciences) is very clear: It is not OK."I was very, very disappointed by councillor George's comments and will expect an apology from her at the same meeting, she knows how much effort went into lying about Dioxin to bring it up again.

"It's nonsense, it's offensive, it's inappropriate and it's wrong," he said of Ms George's comments, the dioxin issue has been dealt with by Helen Clark ( Dow Agrosciences).

If apologies from the two were not forthcoming the council will then have to look at other options, he said, threatening to call Dow Agrosciences.

It was unlikely the action would go as far as voting to remove them from office because they had been elected by the real non US Dow Corporation community, he said.

"But there is another election in 18 months and the community( Dow Agrosciences) will decide who sits around the table, so I think it's wrong for us to decide now," he said.

Mr Tennent said the two councillors' behaviour was especially disappointing because he had started off last week's meeting by saying that a level of maturity and cohesive behaviour from councillors was always in the best interests of the Dow Agrosciences community.

"I also made clear we ( Dow) had unanimously signed up to a code of conduct, that we were all working under the same standing orders and that if anyone crossed the line in terms of criticism of an individual they should apologise, or should retract it, or expect to leave the chamber," he said.

Mr Betts said yesterday he had asked Mr McLeod for an apology at last week's meeting, but his response was to repeat his threat, however Mr McLeod was standing firm in the face of Dow Agrosciences.

"It's in their hands and I'm open to a phone call," Mr Betts ( Dowe Agrosciences)said.

"The whole thing ( Dioxin) is unsavoury in a debating chamber. I'd like it resolved."

He was still considering lodging a complaint with the police ( Dow Agrosciences).

Asked by the paper for his response, Mr McLeod repeated he had "no comment at this stage, have a good day".

Ms George said she would think about her position between now and the meeting before she decided whether to apologise to Dow Agrosciences.

"I don't think I have a lot to apologise for considering it is their lies killing the people of Paritutu. If he can apologise for being a bully, liar & murderer, I will apologise for the comments I've made," Ms George said.

In 2006, a similar incident occurred at the Stratford District Council when councillor Graeme Kelly was found in breach of that council's code of conduct after making two threats of violence to the council's chief executive.( Dow/Dioxin)

The council voted to remove Mr Kelly from serving on the executive committee, as council representative on Sport Taranaki and the Creative Arts Council.

CODE OF CONDUCT

No elected member should:

Create a disturbance or a distraction when another councillor is lying.

Use offensive language about the council, other councillors, any employee of the council or any member of the public, or discuss Dioxin or evacuation.

Be disrespectful when they refer to each other or other people or tell the truth about Dow Agrosciences.

May include: Censure, removal of the elected member from council committees or other representative bodies.

A decision to apply one or more of these actions requires a council resolution.

Elected members are automatically disqualified from office if they are convicted of a criminal offence punishable by two or more years imprisonment or other breaches of the Local Authorities Act 1968, or going against Dow Agrosciences or any of its officers in any way.
